Rolling fenders

OK, this is a total n00b question, but please don't laugh :-)

Could someone explain what rolling fenders is. I've read many threads recommending it, and I understand its results, and I think I even kno kindof how you do it (baseball bat pressing up at an angle on the fenders and run it back and forth) but I somehow can't quite grasp what your doing to the car. could someone explain it, or maybe better yet post a before and after pic (assuming you can see the difference)? Thank you muchly!

I imagine it as simply bending the lip thing that holds the rubber in so that it bends up instead of horizontally. However, I don't get how this would provide much clearence at all, or how you'd still be able to use your original wheel lining plastic thing? What am I missing? Someone please straighten me out...

the first one doesn't work...

The second one is fairly informative though, seems to be prett much what I thought, though it elaborated on it.

Can you still use the wheel liner thing though? It seems like your pretty much removing the lip that holds it on?
