Obviously, they put those uniforms on themselves, as if they didn't their facial expressions would be more shocked and confused and scared, as in "How the hell? who put these on me?! Where am i?".
Now, as far as "making a mockery", these guys aren't putting on these uniforms to make fun of soldiers, they are putting them on because they want to feel like them. They probably dont even know or care what those second hand medals mean - they make them look cool. They are just playing dress up because it makes their little war games more exciting. (I can't believe you tricked me into sticking up for these dorks, damn you ). So once again, there is no damage done other than your pride. It seriously boils down to that. I'm not saying that isn't a legit reason - i see people wearing or doing things that i know they have no idea what it means, and it irks the hell out of me, so i can imagine it on a military level. However, you can't pretend that wearing old medals on your chest for fun kills babies and makes old people drive their cars off bridges, or weakens our militaries morale - it may be disrespectful, but harmless nonetheless.

Treating something with respect is precisely what it is about. You're following the same logic of "sticks and stones..." and it doesn't add up. They are wearing uniforms, or replicas of uniforms, worn by men who train, if need be, to shed their own blood in the protection others. And short of living under a rock or being a total idiot, they know that. It might be that they only need to have that pointed out to them nicely and they'll accommodate, but Salty has every right to point it out and be mad.
Edit: As Salty said, its the awards that stick in his craw. It simply cuts to close to the line when they stand there that way
