So, many of us here realize that we'd rather live here in the U.S. than elsewhere but I also know everyone here would like to change one thing or another about our country.
What would it be?
And no smart *** remarks like: Give bush the chair or ship all the liberals to siberia.
I'd reform the prison system by instituting mandatory GED credentials upon release and a 'work furloh' program for qualified inmates.

I would like it if we sealed up our borders, registered all the illegals (or deported the illegals who don't register by a set date), and made a tax registration system to make sure those guest workers pay their fair share.
There are a lot of things, I'd want to change, but since you mention the prison system, I'd like some oversight to make sure penalties fit the crime (i.e. crack dealers penalized more than a pot dealer, drug sentences only match murder sentences if people die (or probability of death), etc etc etc).

I believe the punishment should fit the crime, i.e. an eye for an eye.

i'd decriminilise marijuana
For real though, I totally agree. The criminalization of marijuana has ravaged our court system with meaningless cases.

If I could form a utopia America there would be less politics in politics. I know that sounds retarded but what I mean is our elected officials would stand up for what the people who voted them into office want and less personal interests. They are paid to represent a portion of the public and that is what they should do
The criminal justice system would be seriously reformed (i.e. if you on death row you better prove your sentence wrong or make you amens with Almighty God real quick). Those who are imprisioned would under-go actual "rehabilitation" and would work to give back to the society they disservice by committing crimes.
I'd reform the welfare system in that people who COULD NOT work wouldn't live in poverty and that those that just "choose not to" would recieve substantially less benefit than they would had they been actually gainfully employeed. That being said I would also put personal interests aside and contract health care by gov't to companies with morals and reward them for progress in the medical genre.
I would drastically down size the military and at the same time make it a more deployable, cohesive fighting unit (i.e. don't sign up unless you like sand). I would focus on quality by having less Cold War units and more urban tactical units. I would reform the Army into a brigade centered deployable force that went to war with it's own service support to minimize logistical costs. Every unit would be an Army in itself.
With the money I save from putting those who should be working to work and being frugal with foreign aid I'd pay down on the national debt to reward the citizens this nation is comprised of with better interest rates that are conducive to achieving the American Dream.
Lastly I'd give Americans the rights the our nation was founded upon and get away from all this hypothetical "what did they really mean" B.S. The Constitution doesn't descriminate gay, white, black, etc...

It will destroy your liver and kill you over time. There are WAY WAY WAY more violent crimes due to drinking then there are any crimes linked to smoking pot. Just make some basic rules (operating vehicles/machinery) and let it be.
Now I'm not one to bash alcohol because it has been the motivating medium to some of my greatest nights........but weed is definetly less apt to cause a death. The thing is though, the gov't just can't figure out how to tax weed successfully. Everyone would grow there own but very few make their own liquer or beer.
