True or False: need new struts with springs?
I was told by a local shop owner that because the struts on the WRX are beefy enough, I wouldn't need new ones necessarily if I were to lower my ride up to 1" back and 1.5" front. Is there any truth to this? I'd hate to get new springs, only to have to buy whole new suspension in a year or so. thanks.

if you get the eibach springs they are designed to use with the stock structs but they will deffinantly decrease the life of your structs by about half. so if you want them for about 30K then go for just the springs. but if you want them longer get a matched set.

Getting Eibach or Prodrive springs and some KYB AGXs will perform nearly as well as coilovers without costing nearly as much. Since you asked about just springs and struts in the first place, I assume you are limited by cashflow somewhat. If money is no object, then naturally coilovers are a logical choice.
