Having difficulty to start my wrx engine

I don't think this is normal. My 02 wrx started perfectly for the first 31,000 miles. Started on the first crank everytime. Now, I've had this problem at least 3 times where it will hesitate to crank and then finally crank and start. I'm also in the bay area. I wonder if it is the gas or something. I was going to take it to Carlsen since my warranty expires next month.

Suggestion from "subeteknic"

I did take the suggestion from subeteknic and the problem is not observed for more than 2kmiles already. Whenever I start the engine, I turn the key to the position "On" and wait for 2-3 secs before I crank the starter to start the engine. Whenever I turn to the "On" position and wait for 2-3 sec, I can hear a fuild sound. It sounds like it pumps the gasoline to the engine. But, most of the car doesn't need to wait for 2-3 sec on "On" position before it starts the engine. Does it mean that some time the gasoline is not pumped to the engine properly?
