oil filters themselves have a large ring that keeps it from leaking if it does. as far as the oil pan plug i dont think it maters. i used one from another packaging that was like 2 bucks, fits fine. i dunno it is good or not, but it is there so i asume there is a purpose. i am thinking you could just take take the filter out and put a new one, and then check the oil level and add accodringly

If its not leaking you are probably ok. It is usually a good idea to swap the drain plug crush washer when you change the oil to get a good seal without needing the plug to be too tight. I buy them at the same time as the filters and they're only 50c or something.

you should ideally change crush washers every time you loosen the oil drain bolt. that said, a lot of people don't and never have any problems. just keep a close eye on your oil lever, and check for leaks until you change your oil next -- then put a crush washer on.
