The letter says it is the "ABS Electronics control unit (ECU)" so I think it is a seperate item from the engine management ECU, but I don't know the control system architecture well enough to say for certain.

Looking at the WRX maintenance manual....I see nothing that refers to an individual ABS Brake ECU. The only thing I see that comes close is the ABC Control Module & Hydraulic Control Unit. Behind the passenger side headlight. Basically it's the brain to the ABS relays and solenoids.
I'm out on this one too, JDM 4pots....on an '02. Oh well.....
