I just sold my WRX and have some left over stuff for sale.

OEM rear fog light switch w/amber light (UK)...$20
2004 OEM Momo (red logo) steering wheel airbag with single stage charge (undeployed)...$100

The Momo wheel is missing 4-bolts on the wheel itself. two on the cruise control arm mount and two on the carrier. There is also minor wear on the top of the wheel. Charge and airbag portion is in good shape and intact.

So what else is needed for the Struts, just the inserts and springs? Is everything already welded and cut

You would need inserts, springs, spring tops and tophats, bump stops are optional. Pretty much whatever your stock suspension has.
