Yes a good start is opening up the exhaust. I am operating on a budget so I little by little piecing my car together. I first removed the snorkus/ silencer in the passenger front fender that is connected to the ram air. Its less restrictive and sounds cool and is best of all is free. What I did was instead of removing it completely, I hacksawed it just below the elbow so i still get air from the ram air set up and also suck up air from the fender. Then I added a k and n air filter drop in style. Then i purchased a used turbo xs axle back with little miles on it. From there i am planning on up pipe and downpipe adn later a ecu reflash from cobb tuning. For the money i read the reflash is a great hp gainer for the money.
Some will say tires and handling mods first(brakes, tires, suspension, wheels, etc). Others go with exhaust, blow off valves, ecu reflashes,etc) and while others like to start with the exterior of the car( body kits, lights, sti hood scoops, carbon fiber hoods, etc) It all depends on what u want from the car. Some like the stealth look and go all go and little show so it looks more stock on the outside and catch people by surprise.
I read the a cold air intake is not good for the wrx. I know a few people that have them and they say its ok, but most tuning companies that reflash ecus wont touch it if it has a cold air intake. I hope this helps.

you only need it if you have a mot of mods already
mt suggetion on the way to go is to get new tires first, then work on suspension, up-pipe, exhaust, downpipe
