Catback replaces the piping and muffler from the catalytic converter back. The cats block airflow which hold back power.
The downpipe has 2 cats in it -- a turboback exhaust replaces everything from the turbo (the downpipe, midpipe and muffler), hence the name "turboback" In order to make power, you need to ditch the catalytic converters -- 1 in the uppipe and 2 in the downpipe. You can go catless or catted. Be wary that this is illegal and may effect smog tests depending on your state.
Just changing the muffler(axleback) or catback wont really do squat for power, but it will give you more of the boxer rumble. Do some searches and you will find tons more info.

Basically, you have more doors to open when you have TBE or an engine management to begin with, vice versa. I have Cobb AP stage 2 which consists of TBE, engine management and having a stock WRX over my current setup does not come close to be compared.
I can tell you a whole lot of this but the best way to learn is to read up about it.

Cobb stg2=good choice.

My opinion....a pipe is a pipe. Buy one that is 3", is in your price range, and sounds good to you.
There a few different kinds of designs, but they all do the same thing. If I were to go back in time, I would have bought a used turboback and saved some $$
