I'd go with a turbo-back exhaust/uppipe, intake, and ecu tune to start out. Follow it up with a suspension and brake upgrade.

Why bother with an intake???? Money is MUCH better spent on other things like catless uppipe, turboback exhaust and engine management.
An intake is not a good doller/power ratio unless you have some mad wicked horsepower setup or a front mount intercooler. Not to mention if its not custom tuned it wont really do jack except screw up the MAF readings.
I cant believe this is still an issue. Its well documented that intakes are a waste of money/bling mod on the wrx unless you have a huge turbo setup or FMIC. Do some searches

For power starters, engine management with catless uppipe and/or turboback exhaust. Dont modify the exhuast/uppipe unless you have the ecu tuned for those specific mods. If you change out pipes without a reflash, you can have pinging/detonation problems...not good. With those mods you will have more power and faster turbo spool.
For suspension...thats really your own personal preference. Do you want to reduce bodyroll, increase/reduce under/oversteer, track car? Same with brakes...
In general, better tires, bigger rearsway bar, endlinks and springs are popular suspension mods. More aggresive brake pads and fluid are good too.
It all depends on what you want out of the car.

I know plenty of people that are running the K&N Typhoons and are quite pleased with them. If they were such a poor idea, people wouldn't be purchasing them. I don't know anyone that has had a problem with the K&N Typhoon.
Aside, this isn't an issue. You're making it an issue.

+3 Against Intakes
Stay away from the intakes.... No matter how Gung-Ho people with intakes choose to be... They are merely standing by them to justify their purchase... I also know of someone who has an intake on his WRX... oh and a boost controller also... 2 of the BIGGEST No-No's for the Subie community.... AND his is an 02... AND he drop-clutch launches at 4-5k almost regularly... Basically everything hes done and does to his car is what I WOULDN'T... Nothings broken yet, and I suspect he has about 30,000 miles @ this point... But I don't expect that motor/tranny to last long at all...
I don't have the time at the moment to get into WHY there are a myriad of negative effects... but you can search that... what you need to know at this point is that this is not a typical honda that you slap and intake/header/exhaust and get some gains... No... The ECU is VERY specific and tiny tweaks can make huge differences in these cars... Think of it as a high-maintenance type of woman... VERY specific, and if things don't go her way... expect trouble...
It really comes down to this, "If it aint broke, don't fix it"... However, if you want to improve efficiency... GO FOR IT... generally making the vehicle more efficient yields SAFE horsepower gains (sometimes in large amounts)
You start at her brain...
A Cobb reflash will make your stock car run more efficiently and smoothly, while maintaining reliability...
Then you can do some plumbing mods... such as a catless Uppipe/ Silicon Intake Y-Pipe / Lightened but NOT UNDERDRIVEN Pulley (such as Perrin/Cobb) These mods are all within Stage I reflash parameters and will yield great results...
Later, you can add a turbo back exhaust, and reflash the car with the Stage II programming, and youre about as fast as an STI @ this point... Conservatively speaking... youre looking at 0-60 in 5 flat... and mid 13 quarter mile times...
Subaru spent tons of money with R&D creating this stock Cold Air Induction system, its really a wonderful/overlooked piece... and if you need a bit more sound out of it, run a search of snorkelectomy... or snorkus delete... very clean ways of doing this mod with a GP Moto Intake Delete Elbow
Have Fun... and remember... if things don't go her way... troubles arise "muahahahahaha"
