The speedometer is driven electronically. There is a speed sensor in the transmission which sends pulses to the ECU and speedometer/odometer. The system is calibrated for a given number of pulses per mile based on the size of the stock tires. This info is programmed into the speedo and ECU and there is no way you can change it.
If you are planning to change tire/wheel sizes use the proper size so as to maintain the same overall rolling circumference as stock and your speedo won't change.
