Dealer Milage Question

As I understand it as long as the car has not been privatly licensed and titled, the car is still considered new no matter how many miles are on it.
A freind of mine bought a new car a number of years ago and it had about 250 miles on it, alot of demo drives I would think; the car was considered new and sold as such.
I just bought a 2002 Chevrole Avalanche and it had 99 miles on it. It was sold to me as new. I don't really think after a certain number of miles are on a car it is considered not new. The car has to be sold to someone, then it isn't new anymore.
I could buy a car today and drive it around the block and then decide I didn't like the car and want to return it. The dealer would say the car is used even thou I only drove around the block. When you sign all that paper work and money changes hands the car isn't new anymore even if you only put on 1 mile after you leave the dealership. The car is now used.
