cat vs highflow cat

I live in VA and to pass emissions we need a catalyc converter, so I was wondering how much better a catless uppipe and catless downpipe is better then a catless uppipe and high flow catted downpipe.... is there a noticable diffrence in anything else besides the price ( )

and im sorry if this has been asked a lot, but I couldn't find another thread on it.. so either there isn't many or I suck at searching.

If the catted pipe doesn't have the CARB stamp thingy (at least in CA) it wont matter to the smog people if you're catted or not, because it's still not technically legal. I think that if your exhaust passes smog, than it shouldn't matter if you have that stupid seal of approval, but "the man" has got to get his cut.
