I had the same problem in my WRX, i took it in to the dealership, and it turned out to be a hose that was kinked, and loose. I don't know if this helps, but check the hoses for kinks or to see if they are loose.

It is probably low on refrigerant (yes this can happen on new cars), either due to a leak or an insufficient charge from new. There is a low-pressure cutout switch in the system that protects the compressor by preventing it from engaging if the system pressure is too low. Your car is still under warranty (unless you've managed to drive more than 36K on an '03) so have the dealer fix it.
Oh, there is one other possibility that would not be covered under warranty. Because the condensor is located in an exposed place (in front of the radiator, in the bumper opening), it is possible for a rock or other road hazard to impact and puncture it. Hopefully this is not what happened.

thanks for the posts, im gonna check it out in the morning...

the thing is when i hit the AC button, the compresor doesnt seem to come on (like in most cars, u hit the AC button and u can notice the RPM's go up a little bit, and u can kinda just hear it)

it best be covered under warrenty... or else ill have to run out on the bill :-p
