It would seems pretty irresponsible to me, if they just told you to empty the tank under freezing conditions to prevent damage. You know people aren't gonna and they'll be complaining to Subaru about damage after a while.
They'll probably end up using water with a small additive and charge you $50 for a refill.

Irresponsible? It seems like common sense to me. SoA shouldn't have to tell you to empty your water tank and lines to prevent them from freezing. Your car doesn't need to babysit you.
I don't know about you but I don't plan on driving around with a water tank full of water just on the off-chance that I'll want to use it while I'm cruising down the street, especially when it's cold enough outside that freezing is of even remote concern.

It's a very precise mixture. Mixing yourself will create a mixture that is chemically inert...meaning nothing will happen when other chemicals are in contact with the polymer. This substance will dissolve readily in certain solvents, making cleaning of the engine compartment from dirt that sticks to the mixture easy.
