he then disappears for a while (two other cops showed up) and when he returns, he rattles off a list of things he said i did wrong (took a turn too fast, didn't slow down for a yellow [i downshifted, but didn't brake], tailgated the car in front, etc.) and then says he's only writing me up for missing front license plate.

oh! forgot to say, when he asked me why i was pulled over last time, i said: for the clear corners, but now i have replaced them with the stock ones (tinted.. but still stock), and he says: those aren't stock. there's red on the side. you changed the bulbs.
