this took me a while but i got it
here are the rules.
only 2 people on the raft at a time.. you cant leave the robber anywhere without the cop.. you cant leave the dad alone with any of the daughters.. and you cant leave the sons alone with the mom.. and only the mom, dad, and cop can sail the raft.

you dont have to sail the raft teh directions and it doesnt give you any purpose to get on the raft to sail

 

you have to get all people to the other side
