Very nice indeed,
My friend has a red one that looks very similar to that, except its a GSR custom turbo'd by him....Last week he ran 10.9 @ only 15 psi.....pretty amazing stuff. He ran on the biggest BF slicks he could fit, and did it with full gsr leather interior....and 3 TVs LOL !!

15psi of boost on a GS-R motor?
I might have to throw the flag on that since stock GSR compression is 11.5:1 (IIRC)... and 15psi + 11.5:1 = BOOM!!

..
like you said a hair not enough for 15psi eather that or he has a boost gauge with the needle sitting at 9 when the cars off....

not b18c has a compression ratio of 11.5:1
the us b18c has 10.1:1 compression and the jdm b18c has 10.6:1
the b18c5 has 10.6:1 ratio and the jdm has 11.1:1
a gsr motor can boost 15 psi with out much worry assuming he has the proper fuel and timing management. i have seen it done many many many times.
