Is that $24.99 with tax? I don't think that most shoplifters have the ability to figure that out... unless they happen to be stealing a calculator.
Also, I noticed from the article that minors and retirees/senior citizens over the age of 65 are also free from prosecution. I need to start a side business with my grandmother. That way I'm not contributing to the delinquency of a minor.
