Four kids in my old squadron got busted for street racing down there, dumbasses.

I think that mobile, portable speed bumps would stop the street racing with the quickness.

While the speed bumps might work, I think I have a better idea.

Q: What do we have way more of in this state than we have a need for?

A: Screaming poorly behaved kids and their parents.

What I propose we do is throw the screaming kids out in to the street in front of the racers while the parets watch.

Worst case: we decrease the population of screaming kids.
Best case: the parents run out in the street after the kids and get hit and killed also and then they are not around to create more screaming poorly behaved children.

Yes, they would be considered "single use speed bumps" not "portable".

But thanks to your question, I have been able to expand on my already brilliant idea. Think about this:

We scrape the parent/kid stew off of the road, take it to a homeless shelter and grill it up. Feed the homeless and deter street racing all at the same time. And for those of you with metal detectors, gather up fillings/jewelry and you have a little salvage operation where nothing gets wasted…
