There are plenty of places in Elk Grove for this.
Elk Grove Park on Elk Grove/Florin off of 99 - More shadded areas.
Laguna Community Park off of Bighorn - Nicer fields, but less shade.
There are dog parks at both locations for those that have flea-bags. My vote is Elk Grove Park.
