Measured 20 inches from the tailpipe. Yes you can modify but it must meet the test standards. The only one I know of that meets this is the stock and the one I just had installed: Greddy EVO 2.

I saw a white bugeye with gold wheels on e80 in vacaville, I waved but he ignored me, maybe my car looks too stock 
and a wrb wrx with dark wheels and loud exhaust on dixon st. in vacaville today.

Two STi sighting within 2 minutes of eachother.
1st one was a WRB STi with HKS Carbon/Ti exhaust, heading South-East on 65 at 2:37.
2nd one was a CGM STi with red brake pads, or something red on the rotors also heading South-East on 65 at 2:39.
I was trying to get both there attention but its kinda hard from across the highway heading the other direction.
