Need Help: Removing broken bolt from chassis, Can i drive without a RSB?

i had a similar situation happen with my drivers seat mount. there ended up being a TSB because they used such a crappy lock washer that the drivers seats would come loose periodically.
well, prior to this TSB, i took mine in to be repaired and all they did was tighten the ****ing bolt. i asked what to do if it comes loose again and they said "just tighten it yourself if you have a socket set". well, next time i tried it the head snapped off.
so, i pulled the seat, drilled out the broken bolt, jacked up the threaded hole. i installed an appropriate size / grade rivet nut at that hole and re-installed the seat using SAE grade 10.9 bolts, fender washers, and blue loctite. seat never had a problem again.

honestly i have screwed this up so much its time to just let the professionals do it.
Whats really throwing me off is that the hole is right next to the fuel inlet pipe, so i cant get a straight shot with my drill.
