Basically the drive on HWY 65 from Lincoln to I-80 and vise versa is approximately 10 minutes. Then just calculate your past times that you have driven from that point to downtown. The most traffic is on I-80 W right before Greenback and then disperses a little right before the junction into downtown.
I've never driven to downtown Sac on a week day, much less rush hour. Trying to guage the possibility of commuting on a daily basis. (I might be able to transfer to the companies Sac office for summer, though this is a distant thought)
