My co-worker and I, were talking about that today.
His argument was that if the "driver" is not present, then a ticket couldn’t be issued. If a ticket were to be issued to the owner of the car, the owner could contest that he was not driving it at the time.

But, if your car is caught with a redlight camera, the violation will be sent directly to the owner of the vehicle.
You'd have to go to court and have a good alibi to prove you weren't the one driving.
