Edit: there are two holes to mount the bracket to the bumper, and four holes to mount the plate to the bracket.

I thought it would be helpful for people who were persuaded to mount a front plate to their car. It gives them an option over mouting it directly to the bumper, though you still end up putting two screw holes in your bumper cover if your car never had a plate mounted.

That's a pretty clever idea.
However, if a cop is trying to get a lock on your speed and can't because your plate is folded back, he/she might chase you down just for that reason. You might not get a ticket because technically you have a front plate, but the officer will still steal away at least 5 minutes of your life.
The ad copy also mentions that some states do not allow swinging license plate brackets. I don't know if that applies to California or not; I'd check with the CVC book first.
