Im a smog tech. My car passes the smog test emissions portion with a catless downpipe and only a precat in the uppipe with a stage2 cobbish tune.

My suggestion is to keep your catted stock downpipe for smog times. It takes 30mins to take it off and change for smog. Before anyone decides to send me PMs about illegal smogs, not interested.
