What size tyres are you using ?
Also Subaru's require a rather bizaar wheel rim offset, so if you are running the wrong rims, perhaps thats why you are rubbing so much.
Check Out Fitz's site : http://www.flat4racing.com I think he has fairly extensive experiance with fender lip modifications.

Try it yourself. Most people don't like to do to other peoples cars because sometimes the paint cracks and flakes off in big chunks. This results in hot tempers.
Just stuff a round handle screwdriver in the gap and start bending. You'll see its not so hard, and if you go slow and take it easy you might not crack the paint.
watch this only after something goes wrong. http://www.ircuser.org/files/cat.swf
It will make you feel better.

What's the diameter, width, and offset of the wheels you're running? Tire Size? Suspension mods?

I have 17x8.5 with a 43+ offset. right now i have 255/45/17 tires on them but am definately thinking bout getting rid of those and putting a smaller tire. probably like a 245/40/17. I just don't know what to do with the tires that i have now cause they are brand new with only 30-40 miles on them. i haven't been driving my car cause i don't wanna screw anything up.

So I threw the rims dimensions you gave me into Autocad. The wider rims coupled with the +43 offset result in the face of the rim being 1.14 inches closer to the fender and 0.36 inches closer to the strut. That may be pushing it a little bit, especially on the fender side. On the tire subject, a 255 is approximately an inch wider than a 225 when talking sectional width. There are multiple things that play into that including tire model/brand, rim width, and even pressure that the tires are being run at, but for shwag purposes, it's accurate enough. That being said, a Pirelli PZERO Asimetrico in a 255/45/17 has a 9.1 inch sectional width, about 1/2 an inch wider than your rims, 1/4 of an inch on each side of the rim... putting you almost 1.4 inches closer to the fender.
These things have to rubbing like a mother, especially if you're lowered through suspension modifications at all.
