Question Improving handling and fixing squeeky brakes

hey i have a 95 Legacy L 2.2 awd auto. I'm all stock and would like to improve the handling on it but I'm not sure where to start and could use some suggestions on what would give me the best handling for a cheap price and if theres anywhere specific i should look for them. Canadian dollars would be appreciated.

and just another thing, i have had squeeking coming from my brakes, mostly from the front i believe, and my mechanic machined the rotors a few times and still sounds like a bus stopping.
First off they said it was probably just rust and to drive it for a week or 2 and it should go away, it didnt, then they said whoever worked on my car b4 had the rotors on slanted or something, so he machined them but still squeeks, then i got my cv boots replaced and more machining and i think the noise got worse.
Like sometimes i hear something squeeking each rotation the tire makes, usually when driving slow. And sometimes when coming to a stop or when driving slowly and turning i hear a sort vibration somewhat the same as when ABS kicks in but nothing like that on my brake pedal. Maybe a joint? Is there anything i should know or ask when going to the mechanic this time around so I that im not getting screwed over??
