Windshield washer turned off, nozzle streams washer fluid at high speed?

Windshield wiper sprayer is pissin'?!?!?!HELP!!!!

I had a question for everybody. I have noticed when i go over about 80 (on back roads of course) My passenger side windshield wiper sprayer starts spittin out fluid?!?!?! I know that air is causing it but how? I removed my air intake inlet a few weeks ago and seemed to have started after that. Anybody else have this problem just wandering. The driver side does it too but not as much as passenger side. Any suggestions? Should i electrical tape the whole hose under the scoop?!?! what should i do...........
