Separate Operation of Fog Lights?

Hi,

Does anyone know how difficult it would be and what's required to change the fog light operation in a WRX so that they are separate from the headlight assembly switch? I realize the reason this was probably integrated at the factory is because it is illegal to drive with both hi beams and fog lights lit at the same time. The reason for my question is because I live in a snowy region of the country and would like to have the operation separate to drive just with amber fog lights in some of the heavier storms.

The easiest way may be cut the wire at the fog light and install a separate wiring harness and switch. Any opinions?
