Will (blk rex wagon) has his plate off to one side, JDM-style.
Also, in Japan, they have mounts that leave the plates hanging straight, only to tilt back when the wind starts pushing it back at speed.
Oh, and the only yellow plates in Japan are on K-cars, IIRC
P.S. That plate on E-Bay is not from Kobe. It's from Osaka, which is still in the Kansai area. The plate says "Naniwa" for the location, which is the name for Osaka in the olden days but is also used as a stylish alternative for Osaka plates
