Question Bad Blinker Question

My buddy has a '98 outback that has an insanly fast blinker going on. I told him to check and see if one was out but he said they're both fine but it still blinks fast as if one were out and it doesn't happen everytime. Anyone know why this would happen and if its an easy fix or not?

Thanks

have him change the bulb out and see if that fixed it. Also look at the wiring to see it if is all good to go. check the fuse box as well.
