2004 Headlight adjustment

I realize this might be a rather newbie question, but it still eludes my simple mind.
I find it funny that the owner's manual tells you to take the car to the dealer to adjust the lights. It even suggests taking it to the dealer to put in a new bulb.

I have the very same question, but on an 03 legacy. I did a search but couldn't find anything except your post. I think the horizontal adjustment (at least on the 03 legacy) is the long shaft with the hex head in the lower corner behind the light. There is, what seems would be the vertical adjustment, in the upper, opposite corner, but it had a white plastic cylindrical cover on it that just spins freely but doesn't do anything
