I lived in Westloch Fairways which is at the entrance of Ewa Beach. Traffic is so bad there that it would sometimes take me 20 min just to get from H-1 to my house which is under 2 miles. Not only that but there are a lot of insects (centipedes, roaches, etc) and it is hot as fawk in the summer. We had one burglary too. The houses there are cheaper but you pay it back in time and traffic.
I live in Mililani now. There is this new townhome development called Nohona. That includes garages but it is pretty hard to find a rental there. Shiet, we couldn't even buy a place there. We ended up getting a place up the road. Mortgage sucks but the space, privacy, and security is good; plus the distance from work (PHNSY) isn't too bad. Plus you have Walmart, Costco, Lowes/Home Depot, markets, and drug stores all within reach. It does rain here quite a bit during the winter months. We've had our rock wall construction going on 2 months already due to rain.

I was raised in Hawaii Kai then lived on Ward Ave. so I probably can't talk much but it seems that all the developments on the Ewa side all have a problem with the roads as it all becomes a bottleneck.
If that doesn't make sense, out there the off/on ramps go onto one main road that runs all the way down past the different developments...all these people that live in the developments have to get onto that one road which means you have a buttload of people trying to all get onto the same road going to the highway.
Until they build some kind of light rail system that goes all the way from Ewa to Downtown I wouldn't consider living out there. Just too much torture to sit in that mess or leave super early to avoid it.

Don't forget the windward side. With H3 Kailua and Kaneohe are both SUPER easy commutes. WAAAAYYYYY easier than Ewa, even. From my house in Kaneohe I'm at the airport in 18 minutes, there's never any traffic to deal with, and I have 1 stop light the whole way. Even Kailua is only 20 mins to Hickam. And it's a much nicer place to live, IMHO, than anywhere on the hot side.

Windward side is way more expensive then the other places listed. It's old development where houses are worth alot now. If it were me, i'd just live on base. It's close, not much traffic, safter than off base when it comes to your car, etc. All the surrounding areas Aiea, Pearl City are also too damn expensive.

I say if you can't get base housing go for salt lake, aiea, or pearl city! The windward side is very nice and not bad traffic at all, but if you want to live anywhere that has a garage (let alone even one parking space) you're in for a heck of a search. It took me almost 2 months to find a place when I got on island that allowed my cat! Granted I refused to live in an apartment building or a one bedroom (I'm picky
