no the STI ones are tighter. There was actually a recall notice for 2004 STI models that state that the valve cover bolts were not tightened down enough causing oil to leak out of the seal.

2004 Subaru Impreza WRX STi NHTSA Recall ID Number: 04V473000
Recall Date: OCT 01, 2004
Component: ENGINE AND ENGINE COOLING
Potential Units Affected: 26
Summary: ON CERTAIN PASSENGER AND SPORT UTILITY VEHICLES, THE COVER BOLTS FOR THE ENGINE OIL CONTROL VALVE MAY NOT BE SUFFICIENTLY TIGHTENED, ALLOWING OIL TO LEAK FROM AROUND THE COVER GASKET.
Consequence: IF LEAKING OIL CONTACTS COMPONENTS OPERATING AT HIGH TEMPERATURES, A FIRE COULD RESULT IN THE ENGINE COMPARTMENT.
Remedy: DEALERS WILL INSPECT AND RETIGHTEN THE OIL-FLOW CONTROL VALVE COVER BOLTS. THE RECALL BEGAN ON OCTOBER 8, 2004. OWNERS SHOULD CONTACT SUBARU AT 1-800-782-2783.
Notes: SUBARU OF AMERICA, INC., WWU-05
According to the STI manual the torque specs should be:

T4 (Valve Cover Bolts): 6.4 N•m (0.65 kgf-m, 4.7 ft. lbs)
