I used to live in Utah, so this snow thing is something I understand.
First, any wheel you like should never be run in snow. The salt ( or in Virginia's case, chemicals ) that they put on the road will eat them to bits. I would recommend steelies and snow tires as a second set of wheels. It allows you to have the benefits of a snow tire without worrying about them wearing down during the summer, and tr package would be cheap.
Keep nice tires/rims for the summer time.
Interesting fact about all-seasons.... They are not rated for snow, most anyway. In fact, it has more to do with the temperature the tire is rated for. Just keep in mind that the difference between all-seasons and snow tires is HUGE. There is no comparison. It's like the difference between street tires and r-comps, it's that dramatic.
