ok here's the deal... the way your fuel gauge works is on weight and on a sensors that travels on a conductive surface based on the amount of fuel you have in the tank.
If that surface of the conductive surface is dirty it will not register with the sensor. what you should do is pull your fuel pump completely out of the car. check if your filter is dirty for the fuel pump and replace it accordingly. also replace the one in the engine bay if you haven't done it already. make sure that the sensor area is clean and not soiled.
make sure that you install the fuel pump correctly so that the arm that floats on the surface of your fuel can move. If the fuel pump assembly doesn't sit nicely inside the fuel tank then it's installed wrong.
