RE070's I would say no (well you could I know people who have) But it makes it a fun drive.
I would say anything except a extreme summer tire(see racing tire) is fine in the snow.

Right now I have Riken Raptor 225/45ZR17/91W tires. I found out I may be getting stationed in Washington really soon. I think I should be okay but thinking I should get studded tires just in case

I always say this: You can. Just like you can have sex with a hooker without a condom, you can drive in the snow without snow tires. It might work out for ya.

I think snow tires will at least double your going / stopping rates. And it's not even about snow traction either - summer tires are not meant to perform well on really cold pavement like snow or winter tires are.
