Removing rust from Brake Hats

At least I believe that's what they are called. Not the rotor part but the area between the rotor and the wheel. Mine are all rusty and I would like to clean them up as well as coat them somehow to make sure they don't rust again. Can I do this even though they are already very rusty or will I have to dump money on new rotors? I would like to do this to my calipers also.

Sand paper, then some high temp paint... Should be ok.

Any specific paint that you guys find works the best? What about for the calipers?

+1...whatever paint is rated for calipers will also work for the rotor hats. Specifically something that is high temperature rated and specifically rated for automotive use.

Kragen and other auto supply places sell brake cleaners that were pretty effecting at removing light oxidation of my rotor hats and flushing out crap from the vented parts of the disk...made a noticeable improvement...
