Passing recon?

Passing recon?
Since I will be moving back to HI within a year, I need to start thinking about all the BS I need to go through. I have an Integra with a JDM front that has the USDM bumper support. Although it is structurally up to US Spec, the headlights and markers are still not legal. I was thinking that I could swap in 90-93 Integra headlights to get past recon and swap the JDM ones back in. I was wondering if the people at recon will go for this assuming that I mount them rigidly and have them pointed in the right direction.
It has been a while since I got a safety check and going through this recon ish is way too much work for a car that is BONE STOCK other than the front end. Back in HS, it was pretty easy to get a 'special' safety check. Is this still possible? I don't plan on driving my Integra for much things other than auto-x's and lapping days so trailering it is not out of the question. But it would be nice to be able to drive it now and then.
So does anyone have any words or wisdom, a link to the official hawaii state law for recon, etc?

From: Flying on the H1 w/ 75 psi of compression on all 4 cyl
Car Info: PnP VF30 w/ STi injectors Perrin intake walbro fuel pump w/ a TXS TBE
if you car is bone stock and you go to get a safety check some where with a set of 90-93 USDM headlights you shouldn't have to worry at all.

just try it as is. If you fail, they will tell you what you need to fix, and you have a grace period, for x amount of days to get it fixed.

We'll seeing as I've just got a refresher class in the subject, I think you should also just get it inspected "as is."
If you get tagged now for "invalid recon" which means you made modifications after the inspection. They'll revoke your recon sticker and have you change the car back to stock for a period of one year.
I must say recon is a bull sh*t form of tax for a sorry *** state that can't make income...IMO

you can still get a 'special' safety inspection, no need for recon, ........ maybe.
I had a 97 GSR (turbo, suspension, everything else) that I sold before I came here, partly b/c I didn't know what I was going to do about recon. I emailed people on every website I could find out here, and did not get one response!!
So anyway, the very first 'shop' I went to out here told me the would've given me a safety inspection, no prob. I was
