The AP they are referring to is the
Cobb AccessPort...engine management...
You can buy used ones but they are typically model and year specific unless you get the V2 AP. There are also some concerns when buying used so make sure you research this...the main issue is that when people buy used, they may buy a stolen AP that has been married to another ECU already. Each accessport can only be married to a single ECU at a time...you can always unmarry it and have it available to marry to another car...to have Cobb re-initialize an AP costs about $400...so be careful.
The AP is a nice piece of equipment that gives you a "safe" tune for the mods it was tuned for...stage one is just a catback...stage 2 maps are tuned for up/turbo back exhaust and K&N drop in filter...you'll see a nice increase in power...
You can then get a Protune map for your accessports that is more aggressive. Cobb only provides generic Stage maps that are safe...a few of us here on the Island have gotten Protunes (Cobb AP vehicle specific tunes) with dramatic increases in power...
If you can, I would do the stage two setup...Up (if non STI), down, catback, K&N filter, and Cobb Accessport...if you shop wisely, you could get all this for around $1000 to $1200...or less if you are really frugal...
if I had a wrx...I would get rid of the up-pipe for sure...that catalytic converter before the turbo is a problem waiting to happen...since you have to remove the downpipe to do this, I would also replace out the downpipe as well...
Good luck, we've all been down this road...

Even if your on a tight budget, try to get the UP and the DP at the same time since replacing the UP means taking the DP out anyway. This is a factor especially if you're having a shop do it since you'll pay more for labor in the long run. The cat-back and engine-mgmt can all be added on afterwards.
When I had my old WRX, I did the UP and DP first followed by the cat-back without engine-mgmt with no problems other than needing the standard CEL fix.
