n00b (malihini) question: recon

Just for reference, can anyone tell me exactly how recon works? I've got a general idea, but what mods does it cover? Just engine mods? Or dress-up parts too? Either a link or explanation would be much appreciated.

Recon is a bull sh*t form of tax for the state. Most of the recon laws are absurd!

Some police officers tag honest and hardworking people for it. I don't agree with this practice. Unless the car is unsafe to be on the road.
