according to an article on military.com, in the event congress/the president doesn't get their act together and balance the budget. we will be looking at only getting 1 weeks worth of pay for the month of April come the 15th.
What I want to know is, will we (the military) be allowed to tell the bill collectors I need to give you an IOU? Or will they try and pull that crap that its my responsibility to make sure my bills are paid on time? and then decide to tack on late fees.

I'm not military but I am Federal and I haven't seen any wording about milpers/civpers being able to tell bill collectors the retroactive pay is justifiable cause for an IOU. Personally, I feel it is everyone's individual responsibility to ensure continuity of funds and bill paying for a reasonable time in the event of job loss or injury where work is affected. I think if you were to find yourself in a situation where a bill goes unpaid, the best option is to work out an agreement with the service provider or creditor on an individual basis. I would think most banks and entities have the flexibility to delay fees on delinquencies but it is probably on a case-by-case basis.
