Pat, the Fox 2's are the wheels I had on mine.
They are heavy as hell in almost all sizes. They really slow the car down. Do something light like rotas.
As far as suspension, I've been running that whiteline rear swaybar forever and I hate it.
Last week I installed the Perrin rear sway bar with Perrin mounts (came together for 180 bucks plus shipping) and it was a godsend. UNBELIEVABLE difference. The whiteline was sloppy and popped everytime I turned the wheel. It made the car sound like POS.
I also installed STi strut tops and what an amazing difference. I really wish I had done those sooner.
As far as modding is concerned, CAMS first then exhaust. The cams are truly AMAZING. For 500 bucks you can't get a better mod for this engine. If you can pull the heads, use the TWE (tech works eng) cams and springs. COBB cams are ok but they are flimsy because Webcams uses a crappy process to manufacture the cams. TWE cam is more aggressive and has a wider power band.
Exhaust helps a bunch too. If you are willing to pay the money TWE headers are the bomb. However, Borlas are nice but you'll get a cel if you don't wrap them. This is due to excessive cooling of the exhaust lowering the CAT temperature and therefore it's efficiency.
If you wonder why I'm promoting TWE so much, it's because I've done a lot of research and spent a lot of time on the phone with them. SO much in fact that they have offered to sponsor me. I'm going to be getting a 500+ horsepower turbo motor from them for a pretty low price. Or so it would seem from our emails.
They offer 12:1 compression pistons for the car too.

With regards to the cams and exhaust, I'm thinking very seriously about putting my 2.0 longblock in it so I've been forcing myself to hold off for a little while (at least until I finish the WRX piston swap.) Does that change anything?

sure it does. If you throw a WRX engine in there its a whole different ballgame. YOu have a wiring harness and ECU for this? What year is the RS again?
The factory RS ecu won't control the 2.0 engine. Totally different control system.

Hydra would work! Phil at Element Tuning sells them for the wrx. However, for a custom job like this you should go straight to Andrew Nam (my buddy).
You are still going to have to modify the wiring harness.Gotta add some wires for the four coils instead of two, and I think there are a few different plugs for the cam sensors and such.
Do you have a turbo crossmember?
If not, you can get one from Australia. It'll run about 200-300 bucks.
