I had yellow fogs in my wrx before withouth any issues. I mean there are cars with the lights stock so out there. I'm not sure that it's legal, because technically the bulbs were marked "offroad use", but no one said anything

Yellow is fine but blue is bad in the front.
That is what Dan told me when I had the whole "What color fog lights" poll going on.
Silverstars are legal though...but the color is only noticeable next to a stock car.
I'm thinking about yellow fogs the next time around when the silverstars bust.

Also, it depends ALOT of the wattage of the bulb,..
Stock headlights run 55watts,...Getting the "Brand X" "hyperwhites" that advertise brighter lights are usually 80watts or more which is illegal,..Stick to brand names and 55-60 watt headlight bulbs and you're fine. I personally like the Phillips VisionPlus bulbs off EBAY (they come from UK) cause they really are 50% brighter, I get more vision down the road, and road signs are so clearly visible, and all at the same 55watts,..
Not sure about foglights, but Id stay away from any colored bulbs if it isnt factory,..Cops will pull you over if it blue or red, not sure about yellow, only cause they look like emergency, stop, or road hazzard light colors,..Not worth the ticket is it?

I don't think all of PIAA's bulbs are legal, its just some are tinted light enough so it doesn't appear blue, which shouldn't attract any attention from the poe-poe.
The PIAA Superwhite is very lightly tinted, not worth the money .. but it is legal.
The PIAA Xtreme white is probably borderline, might be whiter then the Sylvania Silverstar.. not sure.
The Spark Blue .. mmm mmm is probably blatantly illegal
The general consensus is, not only PIAA makes lightly tinted bulbs; you can find lightly tinted bulbs online, so technically lightly tinted ones would be easier to get away with. So it's not really only PIAA being legal.. It's more so the opacity of the tint on the bulbs. It's hard to tell what tint is more legal, but you get a general idea when you see the types of bulbs there are.
I've heard a lot of stories, it seems that everyone handles it differently. Some cops say as long as the bulb has any kind of tint to it, it's illegal, etc. etc..
For yellow fogs n such .. I assume it is entirely legal because fogs can be yellow .. (f^&@, Lexus owners can have yellow fogs, why not anyone else? because it came with the car? phew..)
