You will not pass with your HID's if they are not oem spec, so if you can swap those out that will help your cause. For your wheels, recon used to have a rule that you could not go bigger than 1" of your OEM wheels. That rule has since been removed so your wheels should not be an issue. Your biggest obstacle with getting a recon will be your suspension. They use the bounce test to check and it's done by eye. People have had luck by softening the dampening on their coilovers. If this is an option, I would recommend doing so. Also, if you are on coilovers you might want to raise the height of your vehicle. This will allow for more play when the bounce test is conducted, not to mention it "looks" more passable.

Also, when applying for a recon you will need an alignment sheet done within 30 days. You can get one at almost any alignment shop. It's recommended that you make your recon appointment BEFORE getting your alignment done as it maybe difficult to get an appointment. This will prevent the need to go back and get a second alignment for a current alignment sheet. Good luck and post up your outcome for others in the same situation.

Explain that to them. If they ask, just push down on your car and show that there is visible bounce to the suspension.

In that case, you don't need a recon. If you didn't alter your suspension then nothing in your OP besides the HID's should stop you from getting a safety.
