I think perhaps leaving "the offering" is somewhat local custom to honor the departed. The guy did wrong yes, and lives were lost, but he was a person too that someone obviously felt needed to be paid some respect to.
I'm not gonna be one of those people that claim, "oh he was a good person..." or something to that effect because the whole DUI thing trumps every good thing he's gone and done (at least in my own personal opinion.)
