hmm i didnt read anything about force induction other than future mods a blitz supercharger. i can only think he has done something seriously drastic to the motor or he is blowing smoke up our fourth point of contact.

As far as 1320 times go...a 13.9 "may" be a stretch....however, drag racing and auto-x/road course racing are 2 completely different animals.
I don't know the year model of that Echo, but the 2003 4 door weighs in at 2055 lbs, sporting 108 HP (MT). A little weight reduction and minimal to moderate increase in HP would make it a pretty quick little car.
Power/Weight Comparison
2003 Toyota Echo 4 door
(Weight/HP = # per HP)
2055 #/108 HP = 19.02 - Stock
2055 #/120 HP = 17.12
2055 #/130 HP = 15.80
2055 #/140 HP = 14.67
1955 #/108 HP = 18.10
1955 #/120 HP = 16.29
1955 #/130 HP = 15.03
1955 #/140 HP = 13.96
2004 Subaru Impreza WRX
3085 #/227 HP = 13.59 (13.16 @102.93 according to Motor Trend)
2005 Acura RL
3984 #/300 HP = 13.28 (15.2 @ 92.6 according to Edmunds.com)
2005 Ford Mustang GT
3425#/300 HP = 11.41 (13.9 @ 104 according to Ford Motor Company)
It's plain to see that #/HP ratios don't tell the whole story. Gearing, drivetrain loss, driver skill, track conditions, etc all play a part.
As far as that 13.9 goes.....
I calculated to turn a 13.99 1/4 pass (assuming 1955# car + 200 lb driver for 2155 total weight) the Echo would have to have roughly 155 HP at the wheels (175 ish @ the flywheel). I'm not saying that's not "possible"....however I would tend to echo (pun intended) 4080wrx's statement above.
My .02 cents....feel free to give change.

hello
I was bored too and found this on google...
I'm the owner of the echo you guys are talking about ...
13.9 in a quarter mile in my Echo LOL!!! I wish ... The best I could muster is 15.8@92mph before most of my major mods...
The 13.9 was a run I made long time ago in my Camry ...
this is the setup I ran 13's in Palmdale at 13psi...
this is my setup now ...
By the way I recently went back to Streets of Willow ...
Heres some vids:
